Removes a cell property.

o_occpHandle	The properties file handle returned by `occpOpen` when used with the `a` or `w` mode.
t_libName	The library name for the property. The default value of `nil` indicates no specific library name.

`t`	The cell property was removed.
`nil`	The cell property does not exist or could not be removed.
