Use the Create TILP form to create TILPs from the package layout.

Field	Description
Base Cell	Specifies the base cellview that has been used to create the TILP.
Target Cell	Specifies the cellview of the newly created TILP.
TILP Type	Specifies the options for the type of TILP to be created.
